Project summary
This project aims to develop real-time animal welfare monitoring systems to support policymaking. It identifies policy needs and maps existing tools from EU-funded and other research projects. The overall objective is to describe the state of play of real-time monitoring systems for animal welfare, with a focus on making data available on a shared platform to support evidence-based policy decisions.
Project objectives
- Describe the needs of policymakers and Competent Authorities concerning real-time monitoring of animal welfare
- Select the key animal welfare indicators used in real-time monitoring that enable the timely identification of the most relevant welfare consequences, and reference to the main real-time indicators that can contribute to monitor risks related to husbandry conditions
- Identify and describe existing animal welfare real time monitoring tools and related data
- Design a conceptual architecture to integrate available real-time animal welfare data into a web-based platform to facilitate data sharing across policymakers and Competent Authorities to support evidence-based decision-making and welfare impact assessments.
- The development of a plan (i.e. a road map) of how these real-time monitoring tools can be currently used by policy makers or Competent Authorities and how they might need further development
- Build capacity among researchers, practitioners, and policymakers to ensure effective uptake and long-term sustainability.
Outcomes and impacts
- A comprehensive mapping of the available tools and data for real-time monitoring of animal welfare will be made, with particular reference to the outcomes from previous or current EU-funded projects on real-time monitoring of animal welfare.
- Indicators (ABMs, RBMs, MBMs) for real-time monitoring of animal welfare with high TRL will be identified, to be collected into a web-based platform, with the primary objective of facilitating evidence-based policy development and harmonised data sharing across Member States.
- Pilot studies from this Action will demonstrate how real-time data can be used to support welfare policy interventions at national and EU level. Tailored training programs will build stakeholder capacity to implement and interpret real-time data.
- A roadmap will be made to guide the adoption of real-time monitoring systems by competent authorities and policymakers, enabling more responsive, risk-based decision-making in animal welfare.
- As expected impacts in the long term, the project will contribute to improve the effectiveness and coherence of EU animal welfare policies, enabling earlier detection of welfare risks and more targeted interventions.
